Transfer of Development Rights (TDR) Project

CAGIS is providing GIS modeling expertise for Orange County's (NC) study of the feasibility of a Transfer of Development Rights program.  Multi-criteria models to help define "sending" and "receiving" areas are being created that will assist planners in identifying areas of the county that are good candidates to be preserved in their current undeveloped state.  This could be done by transferring their development rights to other areas so they can be developed more intensely.  Typically, eight to ten GIS layers are used in each model.  The layers are combined to produce a composite score that reflects how many important criteria are present at each location in the county.  These models can easily and quickly be adjusted or tuned to produce alternative scenarios of TDR patterns.
